Elevator buttons are arranged with the highest floor on top. If his building was say... 20 floors, that would be about 5 feet off the ground. He can go down every morning since he can reach the "1" floor, but can only go part way up (as high as he can reach, and take the stairs the rest of the way. He can use the umbrella as a poker to hit the highest floor button. Yep, looks like Behemoth has the Midget in the elevator.
